Erin Lear is a Puerto Rico–based Act 60 resident and co-founder leading Sea Sweeper’s mission alignment, partnerships, and deployment strategy. She positions the project as a next-generation autonomous systems application anchored in Puerto Rico—continuing the Lear legacy of machine agency and practical innovation applied to modern environmental crises.

Robert Loughan
Robert Loughan is also an Act 60 Puerto Rico Resident, a technology visionary and operator focused on turning complex systems into deployable, revenue-backed infrastructure (Sagus Holdings). At Sea Sweeper, he drives execution: commercialization, integration of offshore operations with data systems, and strategic partnerships needed to scale from pilot to coastline-level protection.

David Washbrook is a marine systems specialist and offshore programme leader with extensive experience delivering complex operations across environmental monitoring, uncrewed surface vessels and subsea intervention. At Sea Sweeper, he leads the technical architecture, operational design and phased delivery strategy—ensuring the programme is engineered as scalable infrastructure rather than a one-off response. His background bridges offshore commercial discipline with environmental outcomes, advanced marine technology and data integration
